Administration
Administrative reform abolished regional-level governments in 1990.
The constitution adopted in 1992 requires that the country be divided
into several new territorial and administrative divisions; however,
this had not been put into effect as of early 1999. In the absence
of the new divisions, the Czech Republic was administered at the
local level by 75 districts with power over local taxation, schools,
roads, utilities, and public health.
