It was confirmed by the rural council decision at August, 14, 1997. A square panel, on a red background is yellow mace accompanied by the white patty crosses on the sides; on perimeter goes yellow border (width in 1/10 sides of a flag). The authors are A.Grechylo, Yu.Terlets'kyi.

From the site of Ukrainian Heraldry:
It was confirmed by the rural council decision at August, 14, 1997. In a gules field or mace accompanied by the argent patty crosses at sides. The authors are A.Grechylo, Yu.Terlets'kyi. Mace displays Pavlo Teterya's role in development of city. The gules field personifies struggle against aggressors for independence of the native ground, and crosses are a symbol of memory about victims in fights of fellow countrymen.

The City

From the site of Ukrainian Heraldry:
The first mentions are known since 1647. At the request of the proprietor of city Pavlo Teterya (in 1663-65 - the hetman of Right-bank Ukraine) Rafalivka has received at May, 22, 1666 the royal privilege on the Magdebourg right and the sanction to realization of 4 fairs and tender. For difference from settlement Rafalivka since 1946 it is renamed to Stara (old) Old Rafalivka. During the second world war the strong point of the Ukrainian Insurgent Army which struggled for independence of Ukraine here was and was at war against fascist invaders, groups NKVS and the Polish gangster formations who terrorized local population. For granting of support the UIA city was burnt by the Soviet chastisers.
