Description of the flag
According to "Law on Flag" #18-OZ adopted by regional
Legislative Council on 3 of March 1998 and confirmed
with governor V.Tikhomirov on 19 of March:
Article 2.
Flag of the Region is rectangular field divided per
pale red and blue. In bottom part - three thin wavy
stripes. There is a coat of arms in the centre.
