The emblem looks like a convex brass shield. In the middle of the
shield is a landscape showing a bridge. The landscape is flanked by
two spikes and surmontes the city name (?).

Struga is one of the two large cities by the Ohrid lake, the other
one being Ohrid. By 1981 data, there were
about 15,000 inhabitants, but today there might be more, as Struga
seems to be one of the centers of immigration from more rural
regions. Struga is also a popular summer resort for Macedonians, and
tourism is an important industry. The nearby international airport
helps this further.
Struga is also strongly divided between the Albanian and Macedonian
communities, that both have about half of the population (1981:
Macedonians, 53%; Albanians, 41%).
The landscape on the shield pictures, I believe, the bridge over the mouth of the river Crni Drim, where it enters the lake of Ohrid (flowing from the base of the shiled into the lake placed above).
