To my knowledge there is not an official drawing of the flag made by the Army Institute of Heraldry, but the flag seems to have de facto status.

Curiously, the flag seen when touring the FBI headquarters has a dark blue background although every other flag I have seen has the royal blue background similar to the Department of Justice Flag.
