Looking at the flag, *everything* says Texas:
map, oil well, the word 'TEXAS', the cow (I guess it is a cow), the red-and-blue-and-white-with-a-big-star. I assume the plants (cotton(?) and ?) are Texan, too.
You could, more or less, change the county name and have a generic Texan flag.
Even the font seems to say 'Texas'.
