The flag was adopted July, 11, 2000 by 12th session of
Regional Council Ratio 2:3. Width of the white stripe - 1/5 of
flag-height. Symbolics: green stripes - two main parts of the
region, white stripe - river Desna

Heraldry:
The Coat of Arms of the region was adopted on 11 of July 2000
too. Double-headed eagle was an emblem of this land before union
with Russia. The eschutcheon - sign of founder of Chernigov
Principat, prince Mstislav (1024).
