The letters SFRR are for "Svobodniy Flot Rossiiskoy Respubliki", Free Fleet of the Russian Republic.
Norman Martin, 13 Mar 1999

The initials SFRR are made in very artistic way (like a proper cyfer should be, I guess) and it is not easy to represent them from a small image in the source site. What I have made is a sketch representing the position of these letters, and not necesserily the exact shape.
Zeljko Heimer, 07 Dec 1999

I guess that this flag was made by applying red letters to existing flags of the fleet commander (1899-1917).

The flag of Military-operational division of Centrobalt (1917-1918) is not red [as shown on 07 Mar 1999 at Flag-znamya korablya, Russian Navy website]. It is white in fact.
