ratio = 1:2
blue+white+blue stripes = 1/3 of flag height
white stripe = 1/20 of flag height

The emblem of the SSR was introduced 23 March 1937 (according to Hesmer [hes92]) by the then constitution (Art. 115). It was replaced by the current emblem on 14 January 1994.

The star is “denser” in this version of the emblem, taken from an official soviet handbook publ. 1980 (SSSR — Administrativno-territorialhnoe Delenie Sou^znyq Respublik).
