According to site of Presovsky samosrpravny kraj the flag of
it already exists. It reminds me of older flag of Podlaskie
Voivodship in Poland, only difference is the ratio between stripes.
I do not know the date of adoption.

Regional Website for the
Prešov Self-Governing Region of Slovakia has a link to the regional symbols.
They have a coat-of-arms (erb), seal (pečať) and presidential
collar and standard (Reťaz predsedu). A flag has not yet been adopted
but
from what I could tell there's a competition that wraps up 30 August
2002. This was found on the homepage of the website (toward the bottom)
and click on "Viac informácií" (See information).

1. The title is "predseda" = president, chairman etc.;
2. the flag competition deadline is 30 August (but only citizens of
the Presov Region are allowed to apply);
3. the flag should be 2:3 and its colors should be derived from the
CoA.
