Zagorje ob Savi had municipality status before the 1990s. The attribute "ob Savi" means "on the river Sava". "Zagorje" is a general term for a place "behind hills", used also in the name of a region in Croatia (Krapinsko-Zagorska County) and possibly in some other place names in Slovenia.

The coat of arms and the flag that must have been in use well before the 1990s are shown in Banderas municipales de Eslovenia, published in Banderas [ban] #58 (March 1996), refering to Uradni Vestnik Zabauja [sic!?], 8/11" that I have not located, neither have I any other legal source regarding those symbols.
The flag of Zagorje is the banner of arms, ratio 1:2. It is divided from the chief sinister corner radiating in arches into four unequal fields, green, blue, black and white. It is said that the colours represent the vegetation (green), river Sava (blue), coal mines (black) and bright future (white).

The strict heraldic view would deny this 'emblem' right to be called a coat of arms since it defies the proper blazon.
