Velenje had community status before the 1990s. Until 1991 the city and municipality were named Titovo Velenje (after Josip Broz Tito, the Yugoslav president 1945-1980).

The flag is, according to Banderas municipales de Eslovenia,
published in Banderas [ban]
#58 (March 1996), yellow over green, the green being in lower third
of the flag. In the fly there is the coat
of arms set so that the line of the walls matches the line
of the yellow-green edge.
There is no mention of a vertical flag, and possibly there is none
prescribed.

The coat of arms of Velenje must have been adopted sometime in the
1980s, though Banderas mention the official gazette of 1991
and the decision Vradni Vestnik Obcine Velenje 13/91.
The coat of arms is yellow with green embatteled walls towered on the
both edges with roofed tower, in the middle there is issuant a white
modern skyscraper.
Banderas say that the skyscraper is light blue, but I have
always seen it white.
