Even though Sevnica had municipality status before the 1990s, neither I nor Banderas municipales de Eslovenia, published in Banderas [ban] #58 (March 1996), found any coat of arms and flag in use back then. It seems that the first official adoption of those was in 1996, but no doubt based on some older coat of arms or seal. The relevant decisions are:
(1) was adopted on 27 March 1996, but signed on 17 April 1996, and made effective on 13 May 1996. (2) is amendment to the text on who is signing the permissions to use the coat of arms and the flag, and does not change anything else.
The flag is vertical in ratio 1:3, white outlined in green (no specification on size of the outline, nor it is seen on the construction sheet, it may be that they meant the green fringe, or fringelike rope). The lower edge of the flag is ending with four square tongues (forming seven squares). The coat of arms is set in the middle of the horizontal line 1/3 of the flag length from bottom.
The decision includes the detailed construction sheet regarding the masoned crown, the shield outline, and position of the inscription in the table flag. The colours are defined by HKS scale :

The coat of arms is blue, from green base is issuing a linden tree of grey trunk with visible roots and green leaves. On two lower branches are sitting two birds (called in Slovenian poljski skrljanec ) turned outwards and looking towards the tree. The shield is topped with a silver masoned crown.

There is prescribed a special table flag, which is basically the same as the usual flag, but in ratio 1:2, with the coat of arms in the middle. Below the coat of arms there is arched inscription with the name of the community (the decision prescribes the font as Unicorn bold).
