According to the Decision:
'The coat of arms is made of typical elements representing the
identification of the municipality on wider, state level. A
stylized grape represents vine growing as the most important
branch in municipality, and therefore the grape is in the center of
the coat of arms.
An important part of the coat of arms is also a stylized linden leaf,
in its upper part turned towards the grape playing the role of the
vine tendril. The shape of the linden leaf tells that the
municipality of Semic is famous for numerous old linden trees, among
which the most famous is the Kocka lipa 600-yearsold. With
this two natural elements is represented the connection between the
linden leaf and the grape, between the tradition and the modern
times.'

What is done when the flag is hoisted horizontally is not stated.
