The municipality of Ruse was part of the of the Civic Assembly of Communities of Maribor until 1995.

The 1992 decision prescribing the coat of arms does not mention a flag. The flag of Ruse is prescribed by decision Odlok o zastavi obcine Ruse, adopted on 17 June 1999 and published in the official local gazette Medobcinski uradni vestnik, 27/2000, pp. 667.
The flag is rectangular in ratio 1:3, blue with the coat of arms set in the middle. However, a scan of a table flag sent by the municipality to Pascal Gross was in ratio 1:2.

The coat of arms of Ruse seems to be of the pre-independence period. However, Banderas municipales de Eslovenia, published in Banderas [ban] #58 (March 1996) does not mention it, neither the flag.
The coat of arms is prescribed by the decision Odlok o grbu Obcine Ruse, adopted on 2 July1992, adopted on 10 July 1992, and published in the local official gazette Medobcinski uradni vestnik, nr. 12/92, pp. 318-9.
The decision describes the coat of arms as follows:
"... In green field, representing the woods of Ruse, there is a book with a feather, the symbol of one of the first Slovenian high schools. The silhouettes of the factory roofs in metal tincture picture the industry of Ruse, and the blue water trace represent sone of the first hydroelectrical power plants in Slovenia."
The description of the coat of arms was changed by decision Spremembe in dopolnitve odloka o grbu obcine Ruöe ter o njegovi uporabi, adopted on 17 June 1999 and published in the official local gazette Medobcinski uradni vestnik, 27/2000, pp. 665, as follows:
"... The colours and shapes symbolize the natural wealth and social development. In green field, symbolizing mountainous surroundings and the woods of Ruse, there is a book with a feather, symbolizing rich cultural and educational past. The silhouettes of the factory roofs in yellow picture the economy of Ruse, and the blue water trace stands for richness of the local waters."
I speculate that one of the reasons for the change in the wording of the description was the earlier mention of "the first hydroelectric power plant in Slovenia". This power plant is located in Selnica op Dravi, which seceded in 1998 from ruse to form a new municipality, so that the power plant could no longer be symbolized on the ocat of arms of Ruse.
