The coat of arms and flag are shown on the municipal website.
These symbols are prescribed by decision Odlok o uporabi grba in zastave Obcine Puconci, adopted on16 February1998, and published in the official Slovene gazette Uradni list Republike Slovenije, nr. 22, 20 March 1998, pp. 1475-7.
The flag is defined in article 9, as follows:
The flag of the Municipality of Puconci is of yellow green
color. Each color takes a half of the flag lenghtwise.
The ratio of the height to length is 1:2. The flag is always hoisted
vertically, with the colors ordered, looking from the front,
yellow to the left and green to the right side of the flag. On
the upper half of the flag is the coat of
arms of the Municipality of Puconci, set vertically.
We might easily ignore the failure of the precision in the sentence about ratio (usually we call "height" the vertical length), but it is clear that the flag is higher then wide (vertically hoisted!).But, the problem is this - in the attached drawing it is clearly visible that the two color fields are separated by a thin white fibriation, approximately of the same width are the white border of the coat of arms. The graphics at the mentioned web site also include such white "border", and I am most certain that the real flags follow it. Why the decision fail to mention it, I can't explain.
One should also note that the size and exact position of the coat of arms is not defined by the text of the decision. From the image in the official gazette, one can conclude that the approximate size of the coat of arms (along horizontal axis) is half the flag hoist, and that it lower end is set along the imagined horizontal line dividing the flag in half.

The coat of arms is determined in article 6 as follows (my translation):
The coat of arms of the Municipality of Puconci is in shield shape ending in semicircle. The coat of arms is bordered with a white border with black outlines. Vertically in the middle there is in upper part a corn ear, in the middle hill outlines and the sun, and in lower part an apple. All those symbols are outlined in black. The coat of arms includes four colors:
