The flag is light blue with a stylized red rose in the canton. I guess the flag proportion is 1:2 like for the Slovenian flag.

According to Banderas municipales de Eslovenia, published
in Banderas [ban] #58 (March
1996), Nova Gorica adopted on 10 November 1980 a coat of arms, white
with a red rose, symbolical for the city nickname 'city of
roses'.
Such a coat of arms had been in use since about 1965, and had also
light blue border, which made the field of the former flag
(i.e. the flag was light blue, with white coat of arms with
rose).

Other variations of the flag were reported, e.g. white with a thin blue outline of the coat of arms.
