a white border whose width is 1% of the flag width.
The flag for horizontal hoisting is horizontally divided in two
equal fields, of which the upper field in front view is
white while the lower one is red. The ratio of the height to
length is one to two. On the flag, on its right half,
perpendicularly to the flag length, is the coat of arms in

Banderas municipales de Eslovenia, published in
Banderas [ban] #58 (March
1996), mentions the pre-1995 unofficial flag, as being plain white in
ratio 1:2, with the coat of arms in the middle. The coat of arms is
there described as red with yellow tower and silver dove. The image
provided there gives the shield of the car
licence plate type.
I believe that this flag came into use in the 1980s, but I cannot
confirm it. I have visited Maribor in the late 80s and early 90s
quite often, but I have never seen such a flag in use, though the
coat of arms was to be seen often, with several variants of the
shield.
