Koper is an important port in the "head of Istria" peninsula (hence the Italian name Capodistria). The municipality is bilingual. Its official name is Mestna obcina Koper - Commune Citta' di Capodistria.

The flag and arms are prescribed by decision Odlok o grbu,
znaku, zastavi in drugih elementih celostne podobe Mestne obcine
Koper, adopted on 18 January 1997, and published in the official
local gazette Uradne objave, 3/98. This decision was amended
by Spremembe in dopolnitve odloka o grbu, znaku, zastavi in drugih
elementih celostne podobe Mestne obcine Koper published in the
official local gazette Uradne objave, 6/98.

The flag is rectangular in ratio 1:2, blue with the municipal symbol in the middle.

In 1997 Koper adopted a new artistical redention of the coat of arms, based on a stone carving preserved in the city, but retaining the basic design of the previously used arms. The sun without the shield shape is called a symbol of the community.

Since the mid-1980s and until the new symbols were adopted, similar symbols were used, but the sun was rendered symbolically composed of eight curved elements.
