The municipality of Kobarid was formed in 1995.

The flag and arms are prescribed by decision Odlok o grbu in zastavi Obcine Kobarid, adopted on 15 July 1999, and published in the official Slovene gazette Uradni list Republike Slovenije, 68/99.
The symbols were designed by Valt Jurecic of Heraldika d.o.o. and Heraldica Slovenica, who kindly provided drawings from which the images shown on this page were made.
The flag is in agreement with the modern Slovenian practice, bicolour with a simple geometric division. It is blue with a white stripe that isolates near the hoist a field containing the attribute from the coat of arms, the edelweiss flower.
Based on the other similar flags of Slovenian municipalities, it
is reasonable to assume that the flag ratio is prescribed as
2:5.
The hoist blue field together with the white stripe probably forms a
square, the edelweiss being in the center of it. It would not be
suprising to find formulation in the document that the flower should
be maximum 8/10 of hoist size and minimum 2/3.
It is more difficult to presume anything on the hoisting position.

The coat of arms is: in a blue field a white Alpine mountain peak between two edelweiss flowers in chief and in wavy cut green base swimming a fish. The coat of arms is bordered with golden outline.
The blue field is for the clear skies, and the Alpine peak might possibly be the Krn top (2244 m), then again it might be only a general representation not connected to any particular peak. The edelweiss flowers with golden seed and green laps are not only symbols of Alpine flora but more general symbol of Alpine world. The green wavy base in no doubt to represent the river Soca, maybe better known after its Italian name Isonzo, the place of many battles in First World War. This swift clear river is nowadays a resort for sport fishing.
Valt explainsthat he had prepaired a coat of arms with a silver nightingale, reminding a poem by Simonu Gregorcicu called Goriski Slavcek , the Highlands' Nightingale") over the red waves of the river Soca/Isonzo. Due to fragmentation and political disagreement among the three parties in the Municipal Assembly, the proposal was dropped and a complicated emblem was even officially adopted, with request to Valt Jurecic to make a coat of arms of it. Doing what was possible, Valt ended with the current coat of arms, with mountains and edelweis. He considers this design as heraldically unacceptable.
