As the name of the city indicates it, Dravograd is situated on river Drava (Drau), near the point where it flows from Austria into Slovenia, in Slovenian part of Carinthia (Koroska ; German, Kärtnen).

The flag and coat of arms are prescribed by decision Odlok o grbu in zastavi obcine Dravograd, adopted in1996 and published in the local official gazette Medobcinski uradni vestnik stajerske in Koroske regije, nr. 4/96, p. 4.
The flag is described in the new municipal statutes, published in 1999 in the local official gazette Medobcinski uradni vestnik stajerske in Koroske regije, nr. 115/99. The only change from the former flag is apparently in the ratio, now 1:2. I suspect that the 1996 legislation already did that, and that the new statutes just repeated it.

The coat of arms is in shape of semicircular shield (width:height=1:square root of 2), blue with the paschal lamb on green mount carrying a red flagwith white cross. Actually, the colours are not mentioned in the Decision, these are based on my observations of several sources which do not agree in shades.

Banderas municipales de Eslovenia, published in
Banderas [ban] #58 (March 1996),
gives a horizontal flag, 1:2, with coat of arms offset to hoist. The
coat of arms is given in shape as used on
licence plates, and the adoption date
there matches the date of the aforementioned decision. However, the
horizontal flag can be seen on the
municipal website,
this time with the right shape of the shield (though, whitout the
black outline), but now in the center of the flag.
Anyway, it seems that the horizontal flag is at least unofficially
used.

The flag and coat of arms are prescribed by decision Odlok o dopolnitvi Statuta obcine Dravograd, adopted on 26 March1992 and published in Medobcinski uradni vestnik (Intermunicipal official gazette), nr. 7/XXVII, pp. 215-6, 10 April 1992. with effect on the same day.
Both coat of arms and flag are given a fine geometrical construction based on the golden number (and therefore the unusual proportions).
The flag is red, vertical in ratio 1:square root of 5 with the coat of arms in lower part . The vertical position of the coat of arms is determined by a rather complicated geometrical construction which I shall not describe here. The width of the coat of arms is 2/5 of the hoist.
It should also be noted that the decision allows the municipal assembly to determine the colour patterns and use of the flag in more details, and it would not be impossible to learn that such an other decision were adopted after 1992.
