The coat of arms and flag are prescribed by decision Odlok o grbu, zastavi in prazniku Obcine Dol pri Ljubljani, adopted on17 September 1996, and published in the official Slovene gazette Uradni list Republike Slovenije, nr. 56, pp. 4666-7, 11 October1996, with effect the same day.
The flag is rectangular in ratio 2:5, horizontally divided green-yellow-blue 2:1:2. It is a simplification of the municipal coat of arms.
The colour specification is, according to Pantone scale:
There is no mention of a vertical flag, but this is hardly unexpected due to the simplicity of the flag. I would guess that the vertical flag is used, having green to the observer's left, as usual.

The coat of arms is divided per bend by a golden wattle in green and blue. Black is used as outline of the shield and the wattle. Unfortunately, there is no image in the gazette. Based on my rather vague memory of the coat of arms on licence plates, the image shown above should be taken with some care.
