I have no official text about presidential flag with ratio 2:3, but I saw many photos of this flag. Correctly, it is not a presidential flag, it is a flag of Commander-in-Chief of Armed Forces. But according to Constitution President is a Commander-in-Chief too. This is a navy rank flag, though, not an all pupose CinC flag used in all Armed Forces situations.
