In 1918 in Ekaterinburg the Provisional Regional Government of Ural
(VOPU, russian abbreviation) was founded.
VOPU had a flag: horizontal white-green-black tricolour. We don’t know
why flag was such... Probably it was based on the coat of arms of Demidoff
(famous family of undertakers from Ural). The Government existed for a
very brief period (several months).
When antibolshevik Admiral Kolchak (“Supreme ruler of Russia”) took
power in Ekaterinburg he abolished this flag. He wanted to revive united
Russia and he hated separatists very much. I know Kolchak had all members
of VOPU shot...
This flag was briefly readopted in 1992.

In Flag Report [frp] 15 is
quoted the flag of the Ural Provisional Government: After the occupation of
Ekaterinburg by the Czech legionaries (25 July 1918) it was created on 13
August 1918 the «provisional government of Ural» over the territories of
the region (governments, gubernii, of Perm,
Viatsk, Ufa and Orenburg).
This government was created as a stopper
between the Komutz (Samara) and the provisional
government of Siberia. The head of the government
was P. Ivanov. The flag of the provisional government was inspired on the
Czech flag and was red over green. As far I
know the flag was forgotten for many years and recently discovered.

Va^tka is currently named Kirov. Though usually
it is not so, in this area and era, the governorates coincided more or less
with the current provinces — Ufa governorate corresponding more or less to
nowadays Bashkiria and
Chelyabinsk Region.
