Perm Oblast’ adopted (or restored) arms, only two of them
unfurled their own flags: Dobryanka and
Berezinka.

Arms: Silver shield, on it, diagonally, light blue (azure) stripe
symbolizing the Great River Kama along shores of which the town of Berezinka
is located. On that stripe, three silver crystals of the mineral Silvina
considered to be a local treasure. In the right upper corner of the shield is
small symbol of Perm Oblast’.

The flag of the town was adopted in february 2000 by municipal parliament.
The flag is white with coat of arms in the centre. Coat of arms — blue field,
an ancient ship on three wavy “dark-blue” stripes. Three stripes is a symbol
of three rivers which merge in this place.

It is a flag of the small town Dobryanka (in Perm Region of Russia, about
60 km to north from Perm). Designers: A. P. Zyryanov, L. A. Kolchanova.
Coat of arms and flag were designed in 1997. (Were they adopted officially?
I don’t know.) Coat of arms: azure, a church Argent, in chief sinister the
cyrillic letter "D" Or. Blue (azure) colour symbolizes the river Kama and it’s
Reservoir.

As of 1980, Dobra^nka was a city, center of a county of the
same name but itself dettached from it (usual situation), being
a «city subjected to a region».

In descriptions: shield per fess, 1) coat of arms of Perm, 2)
azure, a church Argent, in chief sinister a cyrillic letter "D" Or. This
construction of civic arms (with arms of provincial
centre in upper part) is used in Russia since 1780ths. But in fact
shields without provincial arms in upper part are used (since 1850ths)
very often. The shield with prov. arms looks “old”.

Perm (city). 8 june 1999 the Regulations on Flag of Perm
were adopted. The flag of the city is red with main elements of the
coat of arms — white bear passant with
gold Gospel on his back, above — the white cross rect formy. The bear
“goes” to staff.
