Law on flag of the Region (law #190/58-03) was adopted with Decision of Legislative Assembly #190 (29 october 1997) «on Law on flag of the Region» and confirmed by governor V. Elagin on 17 november 1997. According to article #1 of this Law:
The flag of Orenburg Region is red rectangular field (length:height = 3:2). There is full coat of arms of the Region in the centre of the flag. The coat of arms are depicted on both sides of the flag. Height of coat of arms is 6/10ths of flag-height.My note: in fact red shield of coat of arms have thin white border.
Modern coat of arms were adopted by Legislative Assembly of the Region (Zakonodatelnoe Sobranie) on December 23rd, 1996. The coat of arms:
Gules, two crossed Banners Or charged with russian state coats of arms of XIX century, accompanied in chief with Cross of the second and in base with Crescent of the second. A Chief Argent charged with Marten Azure eyed and tongued Gules. The shield ensigned with Emperor’s crown and decorated with Oak-wreath Or tied with Ribbon Azure.Looks like the old coat of arms of Orenburg Governorate (Orenburgskaa^ gubernia^) granted on October 12th, 1867. These arms differ only with situation of the crescent: in 1867 it was “upside-down”.
