According to the official web page manager, no was
flag adopted yet. Coat of arms exists, though.

At http://sunsite.nstu.ru/nsk/ii/region/gerb/index.htm
(reported by Antonio Gutiérrez), the runners up of the Novosibirsk region coat of arms competition
are in display (or rather, they were when I visited this site, last
2000.03.09 13:21). Just for the record, I hope the winner will be #10
(010.gif): it's not only the only “real” coat of arms there, but it
may also inspire a nice flag...

This is the flag of the city of Novosibirsk according to http://nps.hotmail.ru/gerb.htm. The flag is obviously derived from the coat of arms. Here’s the description:
The flag is divided diagonally from upper right to lower left corner by blue belt with white waves. Left upper field is green. Lower right field is white. Colors of flag were taken from city arms and mean: green field — health, nature wealth (resources) of Siberia, white field — purity and snow of Siberia, blue belt with white waves — river Ob’, on which the city is situated.Pascal Gross, 15 Jan 1999
Interesting ... the white-green characteristic for many
Siberian flags reported is retained, as well as
the blue that seems to be the third colour of the “general rule”.

Flag adopted 19-I-1993 and abolished ca. 1999.
