From Murmansk I've got the answer that there are nor coat of arms nor flag of Murmansk region because the laws about symbols of Murmansk region were not passed yet.

According to http://51.ru/news.php?news=32980, a project of the flag of Murmansk oblast has been presented at Murmansk regional art museum (15 March 2002). Polar lights, nothern deer, fish and tools for mining works should be present on the arms and flag. Colours of the flag should be red, white and blue as on national flag.
