At http://www.usolie-sibirskoe.ru/?page=city&id=13, I have found description of city of Usolye-Sibirskoe (in Irkutsk oblast) flag. It is green — light blue (goluboĭ | голубой) field with white diagonal stripe. Ratio 2:3. Width of white stripe is equal 1/6 of the «general size of the flag». I think they mean length of the flag (but I’m not sure)
