In the last year I have read in the newspaper
Nezavisimaya Gazeta big
article of William Pokhlyobkin (historian-scandinavist, author of
several books about cooking (!) & symbolic etc., etc.) with her
proposition for new flag of Russia: red background (because only red is
russian national colour), in center — big golden star (= Russian people,
because it hasn't own national state, for ex. "Russian republic"), by
circle — small golden stars (by number of subjects
of federation, I don’t understand — national
republic only or all subjects). Very similar with idea of
European Union.

Famous writer William Pokhlyobkin (author of Vocabulary of symbols and
emblems in russian). He was against the tricolor.
Probably, 21 stars symbolize 21 authonom. republics
of Russia.
