The flag is gyronny of eight, red and white; in the center, the coat
of arms. These are: argent, an eagle gules, langued sable and crowned
(around the neck!) argent, holding in its claws an enschteon charged
with Portugal ancient (modern version —
only five bezants in each eschuteon). Mural crown argent with five apparent
towers (city rank) and white scroll reading
"CIDADE DE OURÉM" in black upper case letters.

Oure’m is one of the municipalities of the Santarém
district and of the old province of Estremadura,
covering 420 km2 in 18 communes where live 40 360 inhabitants
(1992 data). Until recently, this city was a town, known as Vila Nova de
Ourém.

My source, a friend’s friend some years ago, was not very interested
in flags — but as a local she should have minimal reliability. The flag
was described as being «blue and green with the logo on it» and I got all
interested, assuming that "logo" would mean here "coat of arms" and a
portuguese municipal flag background of green and blue would be something
noteworthy (back then I didn’t knew the official flag).
However, this source was quite insisting that there was a wider white
stripe in the middle with the logo (not the coat of arms) on it.

It is interesting to note that, in this almost unique case where the
official coat of arms uses a charge seldom in portuguese civic heraldry,
while the (unofficial) logo uses three motives
almost ubiquous in portuguese civic heraldry: castle, grapes, and
wave...

Published on the official journal (Diário da República) on
31/12/1997: «Or field, a banner gules, charged by a argent cross flory
voided, in the chief two “white lilies” (açucena, in portuguese) vert
branches, argent flowers, crossed in saltire, in the point, a olive tree
branch, lieved vert and fruited sable. Argent 3 towers mural crown. White
scroll with ATOUGUIA - OURÉM in upper case black letters».
