It is a quite typical portuguese municipal flag, with the coat of arms
centered on a plain yellow background. The coat of arms is azure, issuant
from the dexter an angel’s arm proper, winged or and holding a scale of the
same and a sword armed argent pointed upwards, as if on a bordure, the words
"QUIS SICUT DEUS?". Mural crown argent with four visible
towers (town rank) and white scroll reading in
black upper case letters "VILA FRANCA DO CAMPO".

It should be noted that the latin motto shous modern "U"s and not the usual
"V"s. I'm not sure about the meaning, I confess: maybe «Who follows God»?...

Plain (monocolored) portuguese subnational flags are not allowed to have
armless variations: plain flags always carry the coat of arms.
