The flag is plain blue; in the center, the coat of arms. These are: or,
a castle tower azure, with two ravens, each perched on each side of the 1st
floor balcony, both facing the center of the shield. Mural crown argent with
four apparent towers (town rank) and white scroll
reading "VILA DE TORRE DE MONCORVO" in black upper case
letters.
António Martins, 07 Mar 1999
These are canting arms because the town’s name can be interpreted as
"Tower of" ("Torre de") "Raven-Hill" ("Monte"+"Corvo").
I’m not sure weather this is the real etimology, but that’s sure what’s on
the arms -- only the hill is missing (but it could sure be «on a mound sable,
a castle...»).

Plain (monocolored) portuguese subnational flags are not allowed to have
armless variations: plain flags always carry the coat of arms.
Jorge Candeias, 18 Jul 1999
