About the flag

On green, the municipal coat of arms. Argent, on a mound vert lined sable, a Roe Deer (Capreolus capreolus) proper. Mural crown argent, with four towers (town rank) and white scroll with black letters reading "TERRAS DE BOURO". António Martins, 30 Nov 1998

The coat of arms refers to the natural heritage of the Gerês mountains, located mainly in this municipality.

I guess it is rather a mountain, not a hill, as it shows black and green on a rocky pattern. The beast on it might very well be an Iberian Mountain Goat (Capra pyrenaica, in portuguese Cabra-montês), but my guess is that it is a Roe Deer (in portuguese Corc,o) instead.
