About the flag

City rank, honoured with the Order of Tower and Sword. The flag is all red and the coat of arms is most unusual — not for it’s shape, but for the charges themselves: gules, on a ground vert, a knight riding a horse sable, passant, dressed or with quinas and ornamented azure, the knight dressed argent, holding a banner of Portugal ancient in his sinister and holding a sword argent in his dexter. In a bordure argent, the inscription "CVSTODI NOS DOMINE VT PUPILLAM OCULI", meaning «Guard us, o Lord, as the spot of your eye», all in capitals sable, and with a cross patte sable, in the center top. Scroll reading "CIDADE DE ELVAS" in black capitals surrounds the collar.

Version without the coat of arms

Plain (monocolored) portuguese subnational flags are not allowed to have armless variations: plain flags always carry the coat of arms.
Jorge Candeias, 18 Jul 1999
