About the flag

It is a quite typical portuguese municipal flag, with the coat of arms centered on a background quarterly (meaning town rank) of red and yellow. The coat of arms is sable, over a castle or masoned sable with windows and doors void, an eagle of the same, holding a fish (?) argent, under five eight pointed stars or set in saltire, the middle one inside a crescent fo the same pointing dexter. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "CELORICO DA BEIRA".

Pease note that the usual depictions of this coat of arms show these unusal eight pointed stars, as if made of two superimposed squares, one rotated 45°. Note also that there should be something red on the arms, so that color could be used in the background (the eagle’s beak and/or claws?), but the source image was too undetailed.
