The project by Álvaro A. da Silva Foito was vertically divided light blue and
white. In the center there is an emblem that consists of a lower layer featuring
a sword and two crossed branches of (I think) laurel, over which there is a silver
5-pointed star, an unusually-shaped portuguese shield and
a red scroll.

Foito’s proposal is a good example of the “conservative” tendency that tried to
save the blue and white combination of the previous flag by adding to it some
republican elements. In this case, they are probably the red ribbon in combination
with the green branches which I now doubt that are supposed to be laurel.
