Moca, which is almost identical to Rincón , is the one with eleven stars.

Moca - The purple color represents the Moca tree flower. The eleven stars stands for the eleven 'barrios' and the central star stands for the urban zone.

According to Blas Delgado image, the stars are not rotated. I do not know whether they should be rotated stars .
