This is an island east of Puerto Rico, populated by
approximately 3,000 inhabitants. Apparently its history was
eventful, a Comity for the Defence of Culebra existed once, I do
not know if it has any relation to pirates . The municipality was
founded in 1879. The yellow represents the flag of the Delegation
of Culebra and of the Comity of the Ransom of Culebra. The green
refers to the CoA of Puerto Rico, thus expressing the fact that
Culebra is Puerto-Rican. The green shape at the centre is a map
of the island.

Culebra - The flag will consists of five vertical stripes,
three yellow and two green, alternated, with its respective
dimensions in terms of width, and expressed in modules are,
starting in any of the flag sides, the following: 1:1:2:1:1. The
middle stripe will have superimposed at its center the island
map, in green color. Yellow stands for the Flags of the Culebra
Delegation and of the Committee for the Rescue of Culebra. Green
constitutes a reference to the Puerto Rico's Shield to imply that
Culebra is a Puerto Rican land.
