The flag of Arroyo in pueblos-de-puertorico site is very badly
drawn, being orange over black with the seal in the middle (not
the one depicted).

Arroyo - Its flag has two horizontal bands of equal size. The
orange and black colors keep alive a past filled with adventure
and accomplishment. The Coat of Arms goes at the center of the
flag.
