Kujawsko-Pomorskie president's flag

Adam Kromer has been refreshing his site of vojvodship emblems; for Kujawsko-Pomorskie Vojvodship he presents a Banner of Arms. This is the flag for the president of the Vojvoship's council; a rectangular BOA may be provided for council members.

"Vexilla introduced by the Decision # 444/2000 of the Voivodship Sejmik (Parliament) of Kujawsko-Pomorskie Voivodship (aka KPW) dated 10 July 2000 and concerning the introduction of the proof of the CoA, flag, banner and other insignia of the KPW.
The Decision contains:
§2
1. Instituted is the flag and banner of KPW, with proofs in the graphic form, together with the written description, which constitute the Addendum's # 2 and # 3 of the hereby Decision.
2. The flag of the Voivodship can be placed on the buildings and properties of the KPW. Also, in other places to commemorate festivities of important character, anniversaries, both of state and local nature.
§3
Instituted are the insignia of the KPW:

In Addendum #2, is a large, color proof image of the flag without the written description of the colors.
This Addendum contains the description:
"The Flag constitutes the sheet of three horizontal, perpendicular stripes; (from the top) red, white and black, of unequal width in ratio: 1,5/5:2,5/5:1,5/5. Overall ratio of width to length is 5:8.
Above mentioned proportions are coming from the calculations of the proof image, and not from the description which contains a mathematical error.
The color drawing indicates the width of the stripes as follow: 32,5 mm, 71 mm and 32,4 mm, so the smaller stripes are
approximately 1/4 H and the wider one 1/2 H.
Meanwhile, after calculating the width of all stripes according to the description we are getting the number higher (5,5) than
the supposed width of the flag (5)
The insignia (including the banner) will be described in the appropriate regulation of the authorities of KPW.
Arms and vexilla were approved by the Minister responsible for Public Administration (9 June 2000)"
