I have found another flag of Boleslawiec County (voj. Dolnoslaskie)
on this site. Actually, the
flag is vertically striped into yellow, red and white. This flag is different
from the previously reported flag. This earlier flag was unequal wide striped
into blue, red and yellow. The CoA was on the fly-top.
The blue is not available in the actual flag. Actually, the flag is
vertically equal striped into yellow, red and white.
There are also differences in the actual coat-of-arms. The actual CoA
is on silver shield a black and red divided eagle with heart shield. The
earlier shield was divided per fess. In chief on silver a black and red
divided eagle issuant with yellow heart shield. In the lower part (base)
of the shield per fess is the arms, which represents the coat of arms of
the region of Upper Lausitz (Oberlausitz). Upper Lausitz had a coat of
arms, which shows a yellow wall on blue shield.
Only a very little part of the region of Upper Lausitz lies in Poland.
The major part is situated in Germany, and a small part in the Czech Republic.
Therefore one did without the yellow wall of the Upper Lausitz. See actual
CoA of County!
I suspect that the earlier flag was a proposal. Perhaps, does anybody
have more information?

I received a letter from the administration of Boleslawiec County some
weeks ago. This letter was in Polish. The descriptions of the flags
of this county were in the letter.
Translated by Chrystian Kretowicz:

"The territorial flag of the Self-governing Boleslawiec County is a
horizontal, rectangular piece of cloth in proportions of width to length
5 : 8.
That rectangular piece of cloth is divided into three vertical, colored
bands. Those colored bands are of equal width and
together amount to the total, horizontal lenght of the flag.
There is the following set of colors:
1. First vertical band - color gold
2. Middle vertical band - color red
3. Last vertical band - color silver
In case of serial realization (mass production) of the flag, the color
gold is changed to yellow, and color silver is changed to white.

Text identical to the description of the territorial flag...
Into above construction set included is a shield with the arms of the
Boleslawiec County.
On the middle band (color red) superimpossed are the arms of the Boleslawiec
County as to fill the middle of that band - the axis of the shield should
correspond to the axis of the band (vertical division of the eagle should
cover the axis of the red band,
which should divide the band into two equal halfs).
When we divide the shield of arms horizontally into 62 parts, then
we will come to the conclusion, that the distance of the edge
of the shield of arms from the both of the vertical edges of the band
equals 4 parts.
In case of mass production of the flag, color gold is changed to yellow
and color silver is changed to white."
