I received some weeks ago several photos and written
information from the Alcalde (Mayor) of Lima, and
the city flag (and also the municipal council of Lima) is
dark yellow with the coat of arms on it.

Some times is said that the flag of Lima is a rainbow
flag of eight stripes. That is absolutely wrong, that
is the flag of the Inca.
