The proposed flag is white-red-yellow in the usual Norwegian proportions. The colours are supposed to symbolise snow and ice, combined with the colours of the Norwegian coat of arms (red and yellow).

Andersson [Andersson 92] [Andersson 94] informs us that the proposal dates from 1991 (and is meant to be a flag for Northern-Norway, including Svalbard). Another dubious flag, IMHO.
