Civilians can use a jack with lesser gironnies then the naval jack. The pattern shown here is the one most used, but other patterns are used as well.
As far as I know the civil jack, which is known as Enkele Prinsengeus (Single Princejack), was never adopted officially. I think it is used by cilivians because they can't use the Dubbele Prinsengeus, the naval jack which can be used by ships of the Royal [Netherlands] Navy only.
