I looked through my pre computer notes to see if I had a note about
this "army flag". What I found was this
Malawi ufe (unidentified flag or ensign). My notes say that
long strips of these flags were visible in TV images of then President
Banda. It may be the flag of his party, or ???

The flag of Banda's party (the Malawi Congress
Party) looks quite different, and was the basis for the present Malawi
flag.
Your UFE is not the army flag.
Crampton's Complete Guide of Flags (1989) has a description
of a military flag of Malawi:
"Red with a yellow climbing lion above the sun and wavy bars like in
the crest". (is that a different flag - there is no image -?)
It is of course not the presidential flag
- so perhaps a personal flag of Dr Hastings Banda, aka Ngwazi Dr.H. Kamuzu
Banda...
Ah well - another Central African mystery!
