The coat of arms is quartered, 1, a cross, 2, a wheel, 3, a landscape, and 4, flowers (?). The city name is written above the shield.

Strumica is a city of c. 30,000 inhabitants, located in southeastern corner of Macedonia. I guess that the third quarter of the shield shows a citadel on a hill with three stars in sky.
