WARNING: My image is only approximate. It seems that the image on the source website has something written in yellow above the shield and maybe a yellow scroll below it. The shield has a more classical shape, too.

I would try guessing that above the shield is written OPCTINA and below in arc KISELA VODA. That would make the name apears twice, though...
The name of the city means literally "Acid Water", but more correctly translates as "Mineral Water".
