Shipkovica is a town of c. 2,500 inhabitants, located c. 10 km north-west of Tetovo in north-western Macedonia. This region has large Albanian population, and the flag design proves it. However, the three-points might suggest cypher of the Cyrillic letter sh (looking like E rotated 90 degrees).
There is an other place with the same name in the high mountains of central Macedonia.
