Dzepchishte is a small town of c. 3,000 inhabitants, located just north-east of Tetovo (not to be confuzed with much smaller Dzepchishte in central part of western border with Albania). The region is heavily populated by Albanians, and even if I have no exact data, the shape of Skanderbeg's helmet seems not entirely unexpected. The writing in minute white letter below the wavy line is not readable on the source image, but I guess it would be the name of the town and some year.
